General Rules
🏛️

General Rules

Rules applicable to all users within the library premises — Section 1

  1. 1 The library is a centre for academic learning, research, and professional development. All users shall maintain discipline, silence, and decorum within the library premises.
  2. 2 Entry to the library is permitted only to authorised students, faculty members, staff, and approved visitors with valid institutional identity cards.
  3. 3 The library card is not transferable, and its loss must immediately be reported to the library. The user will be held responsible for the misuse of their library card.
  4. 4 Users must sign the entry register or use the digital attendance system while entering and leaving the library.
  5. 5 Students have to bear the Identity Card for entering the Library.
  6. 6 Books will be issued to only individuals and not to groups.
  7. 7 Newspapers and Magazines must be read only in the library on specific tables and should not be taken to any other reading areas.
  8. 8 Mobile phones must be kept on silent mode inside the library. Loud conversations, audio playback, or disturbances are strictly prohibited.
  9. 9 Eating, drinking, smoking, and chewing gum are not permitted inside the library.
  10. 10 Bags, personal books, umbrellas, and other belongings may be deposited at the designated property counter, if required.
  11. 11 Users shall maintain cleanliness and proper handling of furniture, computers, journals, and library resources.

Membership and Borrowing Privileges

Eligibility and scope of borrowing for enrolled students — Section 2

Enrolled Students Eligible Valid Library Card Required Reference Books — In-Library Only
  1. 1 All enrolled students of JISCOVAS are eligible for library membership.
  2. 2 Borrowing privileges shall be granted upon issuance of a valid library card or institutional ID.
  3. 3 Reference books, rare books, dissertations, theses, journals, atlases, reports, and bound volumes shall not ordinarily be issued for home use.
  4. 4 Members are free to browse the books in the library, and the books taken out of the shelves should be left on the reading tables.

Issue, Renewal, and Return

Borrowing period, renewal conditions, and return obligations — Section 3

Borrowing Limit & Period

A maximum of 2 books will be issued for a period of 14 (Fourteen) days for UG students.

Renewal

Books may be reissued for another period of seven days on special consideration, depending on availability or only if the book is not reserved by another user.

  1. 3 Books must be returned or renewed on or before the due date.
  2. 4 Overdue fines may be imposed as per library policy for the delayed return of books.
  3. 5 Students shall check the physical condition of books before issue and report any damage immediately.
  4. 6 For misplaced, un-priced, gratis publications, the rate as approved by the Library Committee will be applicable.
  5. 7 Books once issued should not be brought inside, unless they are to be returned.
  6. 8 Photocopy of Articles or Book chapters up to 30 pages from a single Book is allowed in the library on a payment basis as may be decided by the Librarian/Principal.
  7. 9 Borrowed books shall not be transferred to another student.

Conduct and Discipline

Behavioural standards and consequences for misconduct — Section 4

  1. 1 Students shall maintain absolute silence in reading halls and digital learning areas.
  2. 2 Users should not deface, cut, mutilate or damage Library Materials (including documents) in any form. If found guilty, the user will be charged double the cost of that particular material.
  3. 3 Writing, underlining, folding pages, marking, or damaging library materials is strictly prohibited.
  4. 4 Unauthorised removal of library property or attempting to bypass security systems shall be treated as misconduct.
  5. 5 Misbehaviour, vandalism, or repeated violation of library rules may result in suspension of library privileges and disciplinary action by the institution.

Digital Library and Internet Use

Permitted and prohibited use of computers and online resources — Section 5

  1. 1 Library computers and internet facilities shall be used strictly for academic and research purposes.
  2. 2 Accessing objectionable, non-academic, or unauthorised websites is prohibited.
  3. 3 Downloading pirated software, copyrighted material, or engaging in cyber misuse is strictly forbidden.
  4. 4 Students shall not alter computer settings, install software, or tamper with network systems.

Faculty Membership and Borrowing

Borrowing entitlements and responsibilities for faculty — Section 6

Borrowing Limit & Period

Faculty members may borrow 4–5 books at a time for a maximum of three months.

  1. 1 All regular faculty members shall be entitled to full library membership privileges.
  2. 2 Faculty members may borrow books, reports, teaching materials, and reference resources as permitted by the library policy.
  3. 3 Faculty members are encouraged to recommend new books, journals, databases, and learning resources relevant to veterinary education and research.
  4. 4 In case of Loss/damage/disfiguring/tearing of pages of Library books, twice the prevailing cost of the book (as replacement cost) will be charged. In the event of non-replacement, additional fines will apply until the book is replaced or submitted.

Responsibility of Faculty Users

Obligations regarding timely returns, ethics, and student supervision — Section 7

  1. 1 Faculty members shall ensure the timely return of books and institutional resources.
  2. 2 Borrowed books required for accreditation, inspections, or departmental audits shall be made available when requested by the library.
  3. 3 Faculty shall promote ethical use of information resources and adherence to copyright regulations.
  4. 4 Faculty members supervising students in the library shall encourage discipline, silence, and responsible use of resources.

Loss or Damage of Library Materials

Procedures and penalties for lost or damaged library resources — Section 8

  1. 1 Loss of library books or materials must be reported immediately to the Librarian.
  2. 2 Users shall replace lost or damaged books with the latest edition or pay the assessed replacement cost along with applicable processing charges.
  3. 3 Damaged barcodes, RFID tags, or labels shall attract repair charges as determined by the library authority.

Clearance and No-Dues

Library clearance requirements before examinations, transfer, or service separation — Section 9

  1. 1 Students must obtain a library clearance certificate before appearing in final examinations, internship completion, transfer, or the issuance of degree certificates.
  2. 2 If the student ceases to be a student of the college for any reason, shall obtain a 'No Dues Certificate' from the Library and the Principal before caution money, if any, is returned.
  3. 3 Faculty and staff must obtain library no-dues clearance before resignation, retirement, or relieving from service.

Library Timings

Operating hours and closing procedures — Section 10

  1. 1 Library working hours shall be notified separately by the institution and may be revised during examinations or holidays.
  2. 2 Users must vacate the library premises at closing time as instructed by library staff.

Authority and Amendments

Librarian's authority and institutional right to amend rules — Section 11

  1. 1 The Librarian shall be responsible for the implementation and interpretation of these rules.
  2. 2 The institution reserves the right to modify or amend library rules and borrowing privileges from time to time.
  3. 3 All users shall comply with the directions issued by the Librarian and library staff in the interest of discipline and efficient functioning.
📌 Note All users are expected to familiarise themselves with these rules. Ignorance of the rules shall not be accepted as a reason for non-compliance. The Librarian's decision in all library matters shall be final.
